ABC, Empire State Opposes Restrictive Contractor Proposal

(Syracuse, NY)- Associated Builders and Contractors, Empire State Chapter President Brian Sampson today voiced strong opposition to Councilor Khalid Bey’s proposal to "require companies that have city contracts worth at least $100,000 for construction work, public works projects and certain other services to recruit Syracuse residents to perform at least 20 percent of their labor."

Tax Cuts to Offset Minimum Wage Hike?

As could be expected, Governor Cuomo's proposal to hike the minimum wage to $15 an hour drew opposition from business groups from across the State. While many speculated that this was his ultimate goal after circumventing the Legislature and going straight to an appointed wage board to increase the minimum wage for fast food workers, it was not expected to be proposed this soon after.

Educating Local School District on PLA's

Of course once the bond is approved, you are going to hear from certain groups regarding the attachment of a Project Labor Agreement (or PLA) to the work. While I’m not sure of your familiarity with these costly agreements, I wanted to share with you a few concerns we have with PLA’s. As administrators of tens of millions of dollars of taxpayer money, I’m sure you would like to be as educated as possible when making decisions of this enormity.

Minimum Wage Increase

Governor Cuomo and Vice President Biden were together in New York to announce their support for raising the minimum wage to $15 an hour across the board. The proposal discussed implement the $15 an hour minimum wage in New York City by 2018 and statewide by 2010. We strongly oppose this proposal for a number of reasons.

Sprinkler Mandate Voted Down

The New York State Code Council voted down a mandate that would have required fire sprinklers to be installed in every new one and two family home in New York State. Read the rest of entry »

NLRB Update

On Thursday the National Labor Relations Board handed down one of the biggest labor decisions of the Obama administration, ruling a contractor is equally responsible for labor issues committed by its subcontractors.

ABC Takes Action in North Hempstead

We received an alert from a member with regard to an issue with the Town of North Hempstead. The town was enforcing mandatory apprenticeship graduation rates as a pre-qualification in its bid specifications.  ABC has always supported the use of apprentices on construction projects. Indeed, they are our future
construction leaders.  Unfortunately, by exceeding their authority, mandating graduation rates was reducing competition on a public works job and excluding ABC members from bidding on the project.

Transparency needed at SolarCity construction site

The more research we did on this issue for our members, the more frustrated we became. In fact, it came to a point where our staff was actually submitting Freedom of Information Act requests to find out more information on the bidding, who was getting the work that was being done, etc. These requests for information have gone unanswered. Project Labor Agreements diminish competition, raise costs

Mayor De Blasio and his team, and all government units, need not look hard to discover the numerous issues that can result from PLA’s. One of the more notable PLA’s most in the Northeast will remember: The Big Dig in neighboring Boston. Originally estimated as a $2.8 billion dollar project, it ended up costing tax payers over $22 billion dollars.
