ABC is a New York State DOL-approved related instruction provider. Apprentices are required to complete a minimum of 144 hours of related classroom instruction on an annual basis.
Apprentices will participate in a hybrid program, consisting of related instruction and performance testing.
There is an hourly supplemental benefit cost that must be paid to remain in compliance with these requirements.

Multiple Employer Program FAQ
How Do I Participate in the Program?
- As a member in good standing of ABCās Empire State Chapter, you must submit an application to the Apprenticeship Training and Trust Fund.
- The Board of Trustees will review applications monthly (at minimum) for approval.
- After approval by the Trustees, the New York State Department of Labor (NYSDOL) will vet applications for final authorization.
If approved by both the Trust and NYSDOL, you will receive a certified letter from the Board of Trustees documenting your registration in ABCās New York State-approved apprenticeship program.
Membership Commitment:
The Board of Trustees requires a minimum membership commitment equal to the duration of the apprenticeship program for your selected trade. The program length varies by trade and ranges from 2 to 5 years.
As an employer, what is my role in the apprenticeship?
- Identify someone as a potential apprentice
- Ensure that person remains gainfully employed
- Pay the proper benefits through the Trust
- Pay the designated apprenticeship wage
- Require proper attendance at all classes and trainings
- Provide a safe workplace
- Monitor and verify on-the-job training hours and work with Empire State Chapter staff to ensure each apprentice meets the required NYSDOL standards
- Ensure compliance with apprentice-to-journeyman ratios required by NYSDOL
Can My Company Participate in More Than One Trade?
Yes! However, for each trade you participate in, you must have at least one apprentice and one journey-level worker.
How do I choose an apprentice?
ABC staff can work with you to identify the proper person from your organization to invest in, or we will assist you in recruiting someone from the public to join your team and become your apprentice.
How will apprentices be trained?
Apprentices participate in a two-part program that is classroom-based and performance-tested, utilizing a New York State-approved curriculum. The program follows a fall/spring semester format, with class times and days varying by trade.
How much will it cost?
There are annual fees, wages, and benefits that must be paid to remain in compliance.
