Antiquated Study Fails to Produce Actual Savings for Taxpayers

During a press conference this morning, Monroe County Executive Cheryl Dinolfo boasted that the use of a Project Labor Agreement (PLA) saved taxpayers $500,000 on the $53.7 million Greater Rochester International Airport renovation. Our question is simple; how was that calculated?

The original PLA study miscalculated the potential savings by using a decades old labor model. If the state was willing to waste tens of thousands on a flawed study, then they should be willing to pay for a post-PLA study to truly determine if the proposed savings were realized. We, the Associated Builders and Contractors, Empire State Chapter, are calling on Governor Cuomo and the Monroe County Airport Authority to produce the data that demonstrates those savings. Until Governor Cuomo begins to use post PLA studies, any alleged savings is nothing more than patent exaggerations and a waste of taxpayer resources.
