Construction Training Trust

Got field workers that you would like to have attend craft training and safety classes? You should take a look at the benefits of participating in the Construction Training Trust. Payroll deductions can be used towards payment of these and other related expenses.

The Construction Training Trust (CTT) is a funding vehicle to support apprentice, craft, and safety training for apprentices, journey level workers and field personnel. Construction Training Trust expenditures may include the purchase of texts and training materials, instructor fees, program tuition, classroom rental expenses, instructional materials and supplies, and other education related investments to improve the skills of craft workers.

The Construction Training Trust can not be used to support management training. The CTT will return management education invoices to the employer for payment.

The Construction Training Trust is granted sales tax exemption in New York State. The Construction Training Trust is an IRS 501c(3) trust fund, governed by a Board of Trustees and operated exclusively for educational purposes.


Participation

Employers and construction users who sponsor, provide or participate in apprentice training, craft training, safety training or education programs designed for field personnel may contribute to the Construction Training Trust on behalf of their field employees. Participation in the Construction Training Trust is open to all construction employers and users.


Participant Forms
Contributions

Employers may contribute an amount of employee benefit supplements, as permitted by state and federal statutes, to support apprentice training, craft training, safety training programs or education programs designed for field personnel. Construction users may contribute to apprentice training, craft training, safety training programs or education programs designed for field personnel directly or through their contractors to enhance and expand construction craft training programs and promote careers in construction.


Contribution Accounting

The Construction Training Trust maintains financial records for each participating employer based on information provided on the Employer Contribution Report.

Contributions made on behalf of employees working on NYS Public Work Projects are subject to annualization based on the 1992 NYSDOL regulations. Contributions made on behalf of employees, working in a specific trade, are accounted for separately and may be used to offset the cost of apprentice training in that trade providing the apprentice program is duly registered with the New York State Department of Labor.

Interest earned on all employer accounts is credited to the Construction Training Trust general fund to offset operating expenses. Accounting fees are assessed at a rate of 12% of every contribution, excluding voluntary contributions to the National Center for Construction Education & Research.


CTT Benefits

Benefits of Using the Construction Training Trust
  • Employers determine the annualized amount of the hourly supplemental benefit rate, to be paid on behalf of craft workers working on state or federally funded construction projects, needed to support a quality craft, apprentice and safety training program.
  • Funds accrue to provide training benefits to field personnel and improve the quality, safety and productivity of workers.
  • Contributions paid from prevailing wage supplemental benefits to the Construction Training Trust reduce the employers gross payroll and thereby reduce the employers payroll taxes, general liability and workers compensation premiums.
