Associated Builders & Contractors Encourages Binghamton City Council To Look Out For Local Business & Taxpayers on Joint Sewage Treatment Plant Project

It has been rumored that the City of Binghamton Common Council is entertaining the idea of putting forward a study to examine mandating a
Project Labor Agreement on the Joint Sewage Treatment Plant. On behalf of the taxpayers of the Binghamton area, I will tell you that this is a terrible idea. Before a shovel is even put in the ground, the PLA study will cost the taxpayers of this community upwards of $25,000. Additionally, the study itself will delay the start of this vital project potentially missing the start of a new construction season.

Fighting a PLA in Broome County

Thanks to one of our members in the Southern Tier, ABC caught wind of
talks of attaching a PLA to the Binghamton-Johnson City Joint Sewage Treatment Plant. While initially estimated to be a $150 million dollar project, cost estimates have been rising, with some saying it could potentially cost upwards of $250 million dollars. You can imagine how much more this would cost taxpayers with a PLA. Projects with a PLA attached have been shown to cost 12-18% more, on average, than those without. By these estimates, taxpayers would expect to pay anywhere from $30 million-$45 million more for this project with a PLA attached.

Associated Builders & Contractors Issues Statement Urging Fair, Open Competition on State Fairground’s $50 Million

“We applaud the efforts of New York State to modernize and provide much needed improvements to the State Fairgrounds, and certainly support continued investments that can spur further economic benefits. Having said that, and in light of the investigation into the awarding of contracts at the Solar City facility in Buffalo, we hope that New York State and relevant agencies do everything in their power to provide a transparent bidding process.  Unfortunately, based on documents we have reviewed, it looks like not much has changed as it’s clear that a similar bidding approach to the one being used in the ‘Buffalo Billion’ is being considered for this project. Through a grant, ABC will be providing a FREE OSHA 10 safety course in the Buffalo Region. The course will run on October 20th & October 27th in our Buffalo office. Deadline to register is October 14th, but spots fill up fast, so we encourage you to register early. Through this grant, we will also be providing a FREE OSHA 30 in the Metro/Long Island Region. The course will run November 9th, 11th, 16th,18th, 30th and December 2nd in our Ronkonkoma office. Deadline to register is October 30th, and classes fill up fast so please register early.
