Associated Builders & Contractors Encourages Binghamton City Council To Look Out For Local Business & Taxpayers on Joint Sewage Treatment Plant Project

It has been rumored that the City of Binghamton Common Council is entertaining the idea of putting forward a study to examine mandating a
Project Labor Agreement on the Joint Sewage Treatment Plant. On behalf of the taxpayers of the Binghamton area, I will tell you that this is a terrible idea. Before a shovel is even put in the ground, the PLA study will cost the taxpayers of this community upwards of $25,000. Additionally, the study itself will delay the start of this vital project potentially missing the start of a new construction season.

Fighting a PLA in Broome County

Thanks to one of our members in the Southern Tier, ABC caught wind of
talks of attaching a PLA to the Binghamton-Johnson City Joint Sewage Treatment Plant. While initially estimated to be a $150 million dollar project, cost estimates have been rising, with some saying it could potentially cost upwards of $250 million dollars. You can imagine how much more this would cost taxpayers with a PLA. Projects with a PLA attached have been shown to cost 12-18% more, on average, than those without. By these estimates, taxpayers would expect to pay anywhere from $30 million-$45 million more for this project with a PLA attached.
